Guangdong’s strategic emerging industries blueprint

Earlier this month the 11th Provincial Party Congress was held in Guangdong. This seems to be a good occasion to have a look at Guangdong province’s ‘Strategic Emerging Industries’ Development Plan in 12th Five Year Plan Period’. Although officially already released earlier this year, the plan previously did not receive any coverage on our website.

Currently, Guangdong’s eight strategic emerging industries are ‘high-end emerging electronics and IT, new energy vehicles, LED, the biology industry, high-end equipment manufacturing, energy saving and environmental protection, new energy and new materials.’ In 2010 their combined output was 1.1 trillion RMB, with a value added of 280 billion RMB. The plan foresees an output in 2015 of 2.5 trillion RMB. Also three to five new industrial clusters will be developed with complete industrial chains and an output worth more than 100 billion RMB. The province itself will inject 22 billion RMB into these eight industries to support ‘innovation and research and development, platform construction, key projects, and intelligent property’. Many cities in Guangdong are designated one or more specific emerging industries. The list is too long to mention in full, but examples are aviation (Zhuhai), cloud computing (Guangzhou, Shenzhen, Dongguan, Foshan, Zhuhai and Huizhou), and new materials (Guangzhou).
